USPS API update patches (RateV4 and IntlRateV2)

The USPS notice states that "Rate, RateV2, RateV3 and IntlRate will be retired in May 2011, requiring all integrators to migrate to the latest versions". 
 
Therefore, X-cart have released the update patches which will help X-Cart users to update their carts and migrate to the new APIs RateV4 and IntlRateV2. 
 
The USPS API update patches are available for the following X-Cart versions: 
4.4.0-4.4.2
4.3.2
4.2.3
4.1.12
4.0.19
